If you are an ETSI member: the procedure is to send an email to ETSI T DATA support asking to join the ISG and Email list or adding yourself click here.
If you are not yet an ETSI member: a manager with budget responsibility may e-Sign (electronically sign) this document: here
Then, ensure you have a ETSI account (EoL) by clicking here with a profession email address. (not a private email address) and then join the TC DATA mailing list by clicking here
You have then joined.
